Don't think it's possible.
When you enter the area, that area is generated along with the biome identifier. So changing a wastland into a different biome wouldn't do much because the generated terrain will still be wastland. It'd probably change weather/fog but that's about it.
You'd have to find some way to change biome, delete that section of map so it has to be generated again.
So, no, you can't.
Nope, because all the decorations, rocks, trees, POI's etc are based on the biome they spawn in. Why would you even want to though, its not like any of the biomes are rare.
