What does the number represent on items
For example, I crafted the stone axe and it started out at 25, after enough repairs to it, it eventually was at 14 but it never dropped below that but I think it couldn't be used as many times before repairs (but maybe that was just my perception).

How does this durability system work? Is it supposed to eventually make it so that I can't repair an item and have to make a new one?

an axe of 25 does more damage than one of 14
I always just make a new one

The number is the Quality of the item, and will increase from 25-600 , color coded accordingly: grey, orange, yellow, green, blue purple.

As you increase your own crafting skills, or as you get better at scavenging (Quality Joe Perk too) you'll find and make better items.

As for durability, items will eventually progress to a point where it's a waste to repair and easier/ more efficient to make new ones like Magoo said. The lower the quality, the less damage it does, the longer it takes to harvest etc..

To build on this... specific skills are attributed to specific tools and items, The type of item is mentioned in its description, when clicked on, for example a Stone Shovel is a "Mining tool" and levelling skills that help that... increase your overall tool quality, the damage against specific block types that you use it on... and the yields you get from harvesting.

Another important tip is that if you're using metal tools (iron/steel) when it's low durability and you make a new one, rather than scrap the old try and smelt it in a forge instead. Smelting it will get you back 100% of the metal used to craft it while if you scrap it I think you only get like 25% or so back.

When you have the work bench, you can combine two of the same items to produce a new item at a higher level. This is how you get to 600-level items, when the highest you can craft is 500. (Combine two @ 500 to make a 550...Combine two @ 550 to make a 600). One you have a 600-level item, you can just keep combining it with 500-level items to completely "repair" it (you're technically producing a new 600-level item).

Just as an example of level vs durability (the little bar that indicates how damaged an item is)...
When I'm using an iron pick at level 500, I can destroy a chunk of rock in 3 hits, but once the durability drops below half, it takes 4 hits to destroy the same rock chunks.

At the same time, the full durability bar means that I get 50 stone and 7 iron per hit, but at half durability I get 43 stone and 5 iron per hit (making those numbers up).

Scrapping is 75% IIRC.

The more you repair an item the more it "deteriorates" that's why after a while it's best to just make a new one if you're able to.

a 550 and a 500 gets a 600?

If both items are fully repaired, 100% durabiltiy....each new item you add, will add +25 to the one you combine it to... hence, you need 4 to go up by 100

Keep in mind you can only combine/craft to get 100 quality over your current level of crafting. to combine to gwet a 600 you have to be able to craft 500 quality.

Yes.... this is an extremely important point I forgot to mention.
