If I find that article, I'll link it. It listed at what depths you can expect to find what...very helpful.
Apart from that, there does not seem to be higher chances to find the ores in different biomes, for example I found 3 huge nitrate veins in a row in the desert.
If you mine to that depth in the forest biome that is where you will find the lead.
Look in the in game journal for the relevant information. As far as I know that is up to date.

I was digging under water & city so therefore explains why i wasnt lucky with finding lead :)
