I dunno when it's coming though.. I think the next big update will add them.
As for makeup, where there is a will there is a way to have makeup. After all, in Witcher 3, characters wore makeup from natural ingredients ground up to make things like eyeshadow and lipstick, and as the tech level of Witcher 3 is comparable to 7 Days to Die, it wouldn't be unrealistic to have makeup... just that you would start with none applied and have to hunt for the ingredients like everything else you craft.
