Where to plant Blue Spruce seed?

I want to farm white winter trees near my base, which ground should i use so they would grow to full height?

Probably any terrain will do since the game isn't smart enough to tell the difference (for now).

grass, dirt or snow, any soil based ground, all tree seeds are this way probly even sand

I use grassy ground covering for my Spruce trees. They reach 1200 hp.

Must i plant them in snow biome?

Nope. You can plant them anywhere with any ground covering (forest, plains, grassy etc). You can also just plant them on any terrain (except stone and maybe sand), period, but they wont grow to full height.
