Report a translation problem
The Minibike Handlebars are a craftable item (as long as you've read the book...and you have). Note that there are 'Handlebars' and 'Minibike Handlebars' and you will need to craft the former before the latter. If you type the item in the search bar of your inventory screen, it will show you the mats needed to craft. You'll also need a Workbench to be able to craft this item, so if you haven't unlocked/built that yet you can visit a Trader or POI that has a functional one.

I was probably typing in minibike versus just handlebars. Noob error. I did build a crafting bench so I could get the mining lamp. So I'll be good to go.
You rarely find headlights in wrecked cars (possible, but rare). However, they are fairly common drops from the "Damaged" category, so you need to concentrate on the "better class" cars to have more chance of dropping lights.
Frames give you mostly metal, pipes and gas. It is not a problem unless your wrench is not in good shape and want to save it for damaged/undamaged cars for motors and batteries.
