It's all a matter of probability.
If someone is curious enough they will search it out, or ask others. or buy strategy guides.
Normally if I wanted to get alot of blood bags, I go ahead and hit my lowest wellness (normally 70 unless you have skill points to increase it) Then set a bed, and keep drawing till you die, respawn, and repeat. If you have a high min wellness you can draw more blood. But if you don't want to take a wellness hit, I normally do one draw per day to avoid the wellness hit.
beyond that, yeah you'll take a hit to your health and dying from blood draw would lower welness. but if you are already at 70 welness you could just stockpile tons of blood bags one day.
Or, possibly referring to a club that has syringes instead of spikes?
In pvp, you could draw blood from other players while in combat... literally.
