Yes, requires debug mode on and F8 twice (once is just FPS), I'm using it right now for heat map testing
I don't use mods
I never got it to show on a server. Hence the Alloc's Fixes - makes me think you're on a server. Dedicated or Rented. I can't see it on mine. Not that I bother to - bring them on!

It does work in SP and MP. I mostly only play MP and it works
Being on a server is not the same as MP

I press F8, I see the FPS, I press again, and it looks like the heat info should show up, but nothing appears, then another F8 disables the FPS display (and heat info that should have shown up I'm assuming).
I've never used F3
Debug mode on is f1 (console) and then dm to turn it on. It will tell you right there in the console if it turned on or not
If it turned on, then f8 (twice) should turn on heat (and current chunk for that heat)
I've only ever used it in SP and MP, I personally have no idea if this works on a server
And since I don't use mods I have no idea if something you have installed is interfering with it
The only thing I can suggest is this: disable your mods. Start a new MP game (with a random seed name), use F1 console, dm and then f8 twice
If it doesn't work there you have a bugged install, verify your files from steam properties (or reinstall)
If it does work there but not on whatever server you've been testing this on then it either doesn't work on that server (and it's a server issue not giving you the data you need) or it's one of the mods you disabled for this test
That's all I can suggest, testing it under vanilla conditions in one of the basic sp/mp modes without the variables of mods or servers
It did not work connecting to my dedicated server.
I did not test client hosted as a client.
Basically my tests were what I could do on my local machine.
