Crack a book on the main road west of Diersville seems a good start. I try to start a game near the snow biome just north of Diersville. There is a house with a convient lake nearby. I make it a point to try to hit Working Stiffs and Crack a book in the same day, usually day 2 after i kinda started a base at that house. The lumberjacks just north in biome are great for auger parts and chainsaws, trust me on this. I m restarting a new game due to soem crashing issues that corrupted my game files, but im fairly certain of what i am telling you. I was on day 26 , had a fully concreted and barbwired outerwall, with three inner rings around base by day 21. Make it a point to hit those two places once a wekk and you will eventually finda ll the schmatics.

oh, i also had the minibike, the auger and chainsaw by day 21 too. so im pretty sure my strategy is working for gaining those hard to find items

It's completely random. You can find it occasionally in Crack-o-Book, or in bookshelves in private houses, and also from zombies corpses. Just go out there and loot a lot.
I have Loot Abundance set by 50% but by the 20th Day I've already found a couple of them

I have found books just about everywhere. Book shelves, file cabinets, small safes, trash cans/bags, tree stumps, and supply drops. I hardly ever pass up a trash can or trash bag.
