I do know that on slopes the backpack will roll down some unless an obstruction stops it.
They very rarely glitch out, it's more usual that we just don't see them in amongst all that tall grass, or they get destroyed sometimes by zed attacks or explosives.
What makes you think your character isn't going to die again now that it has at least 10 less Wellness (Health and Stamina) and is using old equipment from the respawn chest rather than the state of the art stuff just lost on character death.
If you *must* return to the dreaded Place of Falling Overness since there's something dropped in that backpack that you'll never ever find again ever (heh) even if it is "just outside the base" then prepare a bit.
-> Waypoint the damn thing so you have a permanent approximate marker for where it is for when your toon dies again.
-> Take equipment from your respawn chest near your bedroll.
Because you *do* have a respawn chest containing clothes, armour, weapon and ammo don't you. Even if you just this second thought it was a good idea and made one. There. Now breathe.

Assume that whatever killed your toon is still there and probably some friends too, so you're going to have to be sneaky.
Crouch and approach slowly so you can see what you're up against.
-> Distraction.
Because you are sneaking, they haven't sensed you yet, so fire off an arrow or throw a stone to distract whatever's there; they'll turn towards the noise of it hitting dirt and approach it, so feel free to fire off a couple more arrows or stones to make it walk further away from you.
-> Profit.

I even spent 2 in-game days clearing all the plants in the area (ending up with 3000+ fibers) and even used a shovel along the entire peak of the hill to see if it had glitched under the surface.
Didn't find it in the end, so i assume it glitched out of the map somehow.
Nope you assumed wrong. It was either destroyed or it despawned before you found it.
And you could be assumng wrong also, because you're just guessing.
It obviously despawned in the end, because i never found it. But there was no reason for it to have been destroyed or looted by another player. As someone else suggested because of the fact it was on the top of a steep hill, it either slid and ended up far away, or it spawned inside the ground.
No I am not assuming at all. Those are the sum total of reasons a back pack would cease to exist. So it's one or the other. Once upon a time there was bug/s related to this, ones that were long since solved. This builds been out far too long now for this to be a bug, and you to be the only one to be effected by it beyond that. Live and learn, or die trying :)

yes it dose despawn after a time period but you also loose your map spot for the first bag
i would say put a map marker of your own by it to keep it marked just incase you die again and loose that bag marker you will now have it still marked
