It's not that Jost.
He's saying the command to halt rain or fog (weather rain 0 or weather fog 0) will stop them both from being enabled on his end - as the host, but not for his friend who is connected.
And that is... normal. The command is clientside when you host - your friend would have to attempt it, but I am unsure if it'll work for him.
I know on a rented server the command is NEVER recognized, but oddly enough, sometimes it does work - until the next reset.
If they just move to a non-always-rainy area they'd solve the problem in-game... :-]
Best bet though, to avoid rain period: .xml editing!
It's what I've done eventually on my server. I took out the fog on all biomes (lagged two of my friends too much) and I made the rain have 1/3 the probabilities it already had. So instead of raining for 7 days straight, we get some for 2-3 days tops. :P
