My best guess is this: The minibike light has to be strong and reach far. This is because when you have a good quality bike that runs fast - by night you need to see far or you will not be able to react in time to obstacles or bodies of water.
In the Week 12 Dev Blog (@ 4:37) MM answers a question about adding a lantern that casts brighter light. He flat out says 'No' as the current lighting in the game helps balance performance issues.
Hopefully they make an exception for the Spotlight as it is specifically meant to light up the area around a base.
Might make me some Minibike Spotlights ;)
