Just keep in mind, those railings, although visually they only take up one plane of a block, they actually occupy A whole block. So don't think of them as railings, think of them as any other building block in the game.
If that's the case then you need to look at it from the other side of the block and rotate it so it uses the block next to it. Or if its in the middle of the line, there might be a bush or grass or something blocking it fro being set down, just hit it with your fist and see if that's the case.
There are limitations when placing Railings due to the voxel-nature of this game. You can get Railings to work but it depends where other blocks are placed. As mentioned above (and in another of your threads), each placeable item in this game, whether it be Railings, Signs or a building block, all take a full block.
If a certain block is already occupied, try moving the Railing to the next available block and rotate it.
There is also the possibility that Railings can't be placed with your current layout. It's kind of hard to explain this without seeing what you're working with.
You'll get the hang of this voxel-world you now occupy ;)
Had one minibike where my engine was only about 50ish. I got on and felt like I could walk faster. Wrenched a few more cars, found a decent quality engine and I felt like speedy gonzolas..lol
I can usually make a whole day ride on 1 full tank of gas and still have about 40% left and thats running it most of the time and this is with a 200ish quality engine.
Also take a wrench along on your minibike trips so if you do get low on gas, just wrench a car or tow and you should have plenty of gas to make it back to safety.

To fill an empty Minibike you will need 2k Gas Can. Honestly, I haven't made Gas Can in my current playthrough because I'm surrounded by Gas Stations and dismantling Cars also gives me plenty.
And in case you are unaware, the Gas Barrels you find at Gas Stations, Jim's Used Cars, etc can be made into Gas Cans (and vice versa, as long as you've read the Gas Can Schematic). Crafting Gas Barrel can save you inventory space if you're going out for 'gas runs'.
Shale Oil is a resource that can be mined in the Desert Biome. This is also an excellent source of Gas.
And, of course, Grain Alcohol and Biofuel can be made into Gas Cans as well.
Minibikes are gas guzzlers...the lower the quality of Minibike, the more gas it guzzles. I don't bring extra gas with me on explorations though as I find enough Gas to get home as I explore.
Edit: As gamerhelligon mentioned more accurately, the lower the quality Engine, the more gas the Minibike guzzles.
Another helpful tip, if you end up with lots of Engines, you can combine them on the Workbench to increase their quality.
Assuming a square or rectangular roof: all the perimeter roof blocks will have a railing block sitting on them except the four corners.
Like I said, all of the blocks in the game are cubes, the difference between them is some of them you can only see one side (plane) of the cube, like the railing block. Think of it like that and it's easy. :)
I hope that makes sense.. it's kind of hard to explain.
PS: It's honestly easier and looks better to use the wooden catwalks than the railings, though.
PSS: Also, on the gas topic, Keep gas barrels in your bike's inventory, then convert them to gas cans only when you need to fill up. Barrels stack, cans don't. ;)
