I think your getting creative mode confused because its not a prefab type where you just find a building you like then place it down. creative mode lets you experiment with different materials and blocks. Want to see if the same structure made of wood will hold up as well as the same structure made of steel?
You open creative mode and are given everything you need to build / craft / destroy anything you like. I'd rather do a structure test in creative mode and find out my base doesn't work than try and build it in a normal game and lose a ton of time and resources only to die to the zeds.

The creative menu lets you select any item from all of the games assets, even stuff the player normally can't build
"without resources"?
If you mean with free resources - you can get all resources through a menu.
if you really mean "without resources" how is the game going to guess what you are trying to build for example a house of? wood? iron? concrete? that is why you "summon" resources and get creative. Yu can also fly to view your creations.
If I remember correctly you open the Console and type CM. Then some of the F buttons will pop up the menu. Try it.
Oh! No, not my type of "creative" games. IMHO they quite exagerate; Saying that "placig prebuilt structures on the ground" is creative ... is like saying that doing paint-by-numbers is being artistic.. :) .. So my mind didn't even go there. Confusion cleared!
