Well I found the raw bedrock, but no actual bedrock blocks. But I did test the raw bedrock and it is invincible, so I guess I can try and use it to make some stuff. They REALLY need to make at least one type of actual block, that is invincible though for server admins etc.
You could simply add one in via simple .xml editing. Say take a block rarely used, like some of those industrial blocks, mod its name to Admin Block and simply copy the "invincibility" values of the bedrock block and voila!

It's possible to do, and quite easy in the xml. I'm not using Admin blocks, but I created a custom Steel block that can't be destroyed. The downside is - it can't be destroyed. You have to make sure you know where you want it before you place it, because the only way to get rid of it is to dig out all support blocks from underneath it.
IIRC, there are also server manager programs (CSMM comes to mind) that allow the server admin to specify protection zones that are indestructible.
