You have to set the game to Fullscreen first, then the setting to turn on HDR is selectable.
You can (and should) set it back to Borderless Fullscreen afterwards.

When done, the settings to adjust HDR are under "Brightness" settings.

Be aware there really aren't many. The game depends on valid HDR display capability data reported by your monitor/TV or that you manually run Windows 11 HDR calibration. It does tonemapping to those values, and you have minor control over overall brightness and UI brightness, but not full control.

You may also need to use Special K if your display does not support HGIG, because the game sends wrong HDR metadata to displays. If your display has no mode to ignore metadata, then highlights will be dimmer than they are supposed to be.

SK automatically blocks invalid HDR metadata.

Why should you set it back to Borderless Fullscreen after?

I'll assume it is because you get alt-tabbing, multi-monitor mouse support, overlays, and performance in DX12 games on borderless fullscreen is the same as exclusive fullscreen.

Thank you, but if you're on TV I guess it won't matter then. I'm nor switching to anything and only have 1 monitor.
