Cannot turn in Find the Prototype / Zero Shot (X)

OK, so I've just spent the night at Ruan, and am dutifully NOT completing any of the supposedly time-sensitive "Oh Goddess, someone save the children from the monster eating their heads right now!" main quests so I can complete all the secretly ACTUALLY time-sensitive, and far more vital "I dropped my keys, I'll give you five bucks to find them for me" side-quests like a good bracer.

Anyway, I picked up the Zero Shot (X), and my journal says I'm supposed to turn it in to Joan the arms dealer for my quest, but she refuses to say anything other than that she's "been here for 10 years, now".

I tried reloading an earlier rolling save from before picking up the Zero Shot (X), and she doesn't say anything different then, either.

WTF? Am I now stuck with a broken quest and no full achievement?

If my memory serves me right you have to give it to a professor looking NPC on the second floor of the weapon shop.

Urgh... I didn't remember him there before, so I didn't think to check up there. I just assumed "go to Joan's" meant "talk to Joan".
