but no... its a comic style look that is used by a LOT of games.
Borderlands 1 came out before the Walking Dead tho.
But yes the artstyle is called Cel-shading and video games have been using it since 2002. Might aswell say that Borderlands ripped-off A LOT of games...but that's not true. Nobody copied or ripped any one off.
It's just popular to compare every single game with each other. Nowadays you go to Diablo 3 forums and see posts that say how much better than CoD the game is or topics like Torchlight stole Diablo 3 gameplay...yeah.
I find topics about how Torchlight copied Diablo to be very funny... The ironic fact is that the people who made Diablo 3 did not make Diablo 2, but the people who made Torchlight, they are the same people who made Diablo 1 and 2... O_o
All the people working at Blizzard right now are not even the original people who made Starcraft1, Warcraft3 or Diablo 2. All the original people left and made Guild Wars and Torchlight.

I admit that yes, i was wrong with the year. The first cel-shaded game was indeed released in 2000 not in 2002. But "XIII"...yeah, how did i not know a game that's 10 years old game and nobody talks about. A rather unknown game.
