Report a translation problem
Edit: I just tested this with the Demon Hunter spell runeskin. I casted it as a spell and then let it wear off. While it was still on cooldown I was able to succesfully cast it from a "one-shot" rune.
So, it is not completely useless. However, I think that it would be more interesting if you could buy recipes for spells and use them to craft the consumable spells without knowing the spell itself.
