Create shortcut *.*\#You steam folder#\steamapps\common\SimCity 4 Deluxe\Apps\SimCity 4.exe and add -CustomResolution:enabled -r1920x1080x32(for 1920x1080)

Or click right button on you SimCity4 shortcut in steal library -> property -> Set launch options -> and add -CustomResolution:enabled -r1920x1080x32(for 1920x1080 resolution)

Probably an unsupported resolution. Note SC4 can only use higher resolutions with Software Rendering. The trade off being that it makes the graphics crap, even if there are more pixels.

SC4 runs best at 1920x1080 unless you've a rare x1200 supported monitor.
