They first need to release it.

If you mean Sim City (2013), then that wasn't SimCity 5, but relaunch of the series. I haven't heard any news of it coming to Steam.

Maxis was disbanded by EA soon after SC-13 release, so there is currently no known team working with new SimCity titles.

It is EA's game and runs on EA's servers. Maxis has been disbanded, but game still of course exists and so do servers for it.

EA want's all the money for their games so they sell it on their own platform rather than letting Steam take a share.

Have you heard any news on the Maxis developers doing anything on their own? I've been seeing a lot of indie city builders crop up lately, but none of them hint at ties to Maxis.

Because they have been melted in to EA. Several people behind SC4 are in other companies now. Maxis remains as brand name and what is left of the studio is working with some EA mobile games no one ever heard of.

Maxis is also still working on Sims 4, not sure why nobody is mentioning that. You are talking like Maxis doesn't exist anymore. I think EA just gave up on SimCity since Cities Skylines blew it out of the water and they had no way of topping that.

I did mention above that Maxis exists as a brand name.

This is no longer a case, where publisher owns development studio. This is a case where development studio was disbanded and people either left, or were "melted" in to EA staff. Maxis brand is now a development unit of EA, instead of studio planning their own IPs and handling the development.

FYI:
The old maxis team that originally developed Sim City will not be coming back; at least not as Maxis - because EA has locked up the legal rights to Maxis (and to Sim City for that matter).

So, at least as long as EA survives, don't be expecting anyone else to develop ANYTHING EA has put it's legal stamp on!

I still not understand how to build up the public transport on SC2013, the people just loop and loop to take bus.

Lol same, when it comes to traffic and public transport simulation, simcity 4 is the king. The only good thing about simcity 2013 is the 3d graphics, and the buildable space is also an issue for me.. i have simcity cities of tomorrow and now browsing simcity 4 thread every now and then checking for it to be on sale lol.

There is something in simcity 4 that made me want to go back.

Given all other EA games released since 2011 have come to Steam I'm sure this one will also, just give it time.

SC 5 had a very poor reception. The game was very limited. Small towns worked well, but never a good size city. SC 2k was actually a better city simulator.
