If you mean Sim City (2013), then that wasn't SimCity 5, but relaunch of the series. I haven't heard any news of it coming to Steam.
Maxis was disbanded by EA soon after SC-13 release, so there is currently no known team working with new SimCity titles.

Have you heard any news on the Maxis developers doing anything on their own? I've been seeing a lot of indie city builders crop up lately, but none of them hint at ties to Maxis.
Because they have been melted in to EA. Several people behind SC4 are in other companies now. Maxis remains as brand name and what is left of the studio is working with some EA mobile games no one ever heard of.
I did mention above that Maxis exists as a brand name.
This is no longer a case, where publisher owns development studio. This is a case where development studio was disbanded and people either left, or were "melted" in to EA staff. Maxis brand is now a development unit of EA, instead of studio planning their own IPs and handling the development.
So, at least as long as EA survives, don't be expecting anyone else to develop ANYTHING EA has put it's legal stamp on!
There is something in simcity 4 that made me want to go back.
