No need to raise taxes to much and "scare" everybody away. ;)
Takes awhile to learn the little things, but it's cool.
NOTE: You can do a lot with just a fire station and an elementary school and a water tower!! In fact you can build your entire city without water for awhile and you can make a ton of money with that, just you won't get $$ type of buildings coming in thus will halt your city growth, but can be done in the beginning to build it up.
