Can't figure out how to use console or commands?!

I'm trying to use commands for certain mods I have, but I can't figure out where I type the command into.. (And yes, these mods are enabled and functional)

I've checked the controls, which say that ~ opens the console, but whenever I press it nothing happens.

I've also tried using regular chat (Enter), but every command I've tried just gets spoken instead of actually doing the command
