Follow the steps we all do after a game update to find the mods that needs to be removed and reported.
How to test a world or find broken/conflicting Mods :
1 - Select your save.
2 - Click the "Save as" button on the left.
3 - Change the save name to create a *copy.
4 - Withdraw or add one Mod at a time in the copy.
5 - Report to the Mod author (on WS item page) when broken Mod found so he can fix/update his Mod, always very kind to let them know.
*copy
Never test with your original save, better create a copy and fix the original save when solution found in the copy, this way you will not mess up your save.

So the mods I was actually running were:
Parallax Concepts (formerly Surface Occupation)
Modular Encounters Systems (beta)
Assertive Combat Systems
Imber Corporation (formaly Air Traffic)
Defence Shields- V2.0 (38)
I opened the load game screen Selected save game save> then selected >mods and removed All mods, Then loaded the game. Once game was loaded I then saved as a new"test" saved game file. Save was successful, I then exited to main menu and repeated the same process to add each mod to the new "test" save game file, one by one to identify which one was causing the issue.
Interestingly after i had completed adding all the mods (one at a time and then saving) it all seems to be saving now without any errors.
I now have all the mods I had before without any issues saving?
Hope this helps anyone else with the same issue.
Again I would like to thank Dan2030 for such a quick response.
Engineer Gav reporting for duty.
Maybe the host of the dedicated server may need to isolate which mod is causing the issue?

People suggest me remove
Modular Encounters Systems (beta)
you can also remove
Assertive Combat Systems
Open your SE.log
Find if your game fail on "saving long strings or name"
Edit your save with Notepad++
Search for "mod storage component"
Mostly ships will have those
try to find "key" value that is over 200 characters long.
delete all keys you find.
In simple terms
Make blueprints of all ships you have (as backup)
exit to main menu
Open your save file with Notepad++
Delete all ships / trash ships + generated ships/stations by Modular Encounters Systems.
Save
load world and try to save.
