Unless you follow gps coordinates that spawn between 1500 and 10000 km away, pve still doesnt seem to exist.
I've been playing for a bunch of hours now, with a new save, and still havent found a single thing. right now im in creative mode, with another fresh save, with encounter density set to high and asteroids set to none, and I still cannot find anything. im looking at the entity list as well, and it's just empty, save for, again, just those multi thousand kilometers away gps co ordinates.
Wow that seems disappointing. I was waiting for the game to feel more alive since I first saw wolves in the game. 😢
Played for a few hours yesteday on Pertram and we encountered 3 outposts, one of them had hostile drones too. This is like infinitely more PvE than what we had before so idk how you didnt get any.
There won't be anything until spawn happens. Move around in-character. Though, if you are in space, then note that the Factorum spawns are rarer. You likely have more chance of getting PvE spawns on the planets. Just keep in mind that the spawns need a suitable terrain to happen.
Which is why Pertam is a good place for them, as Blunt above experienced. Most of that planet is flat terrain so generally spawns almost always succeed.

We can setup the new encounter to our liking, here is what options we have on creating a new world (all have info on mouse over) in Advanced world settings :
1 - Global Encounter Cap
2 - Encounter amount
= This one we can't completely disable and probably just for the endgame Blocks/Prototech Blocks added to recover.
3 - Enable Drones
4 - Enable planetary encounters
+
5 - The usual so animals count slider and Wolves/Spiders ON/OFF.
It's very very new, I did not have time to test the Moons yet, I tried on Earth and did not found any so far but I can add more from the advanced world settings so maybe create a new SS world and maxout all encounter options to see how it goes.
Edit
Use SS world and spawn on Titan for a test.
Is there no way to make the game spawn more random encounters in space? encounters do spawn, but they only do so with a lot of travelling, and even then they are EXTREMELY difficult to find among all the asteroids. they are not nearly dense enough. and nevermind that, if you don't travel, no new encounters will ever spawn.
players like me don't travel much at all (we stay at base, building and expanding the base) and never end up seeing any of those random encounters.
even when we eventually get the jump drive, we still don't travel much at all. why travel, when you can just jump to the factorum coordinates, raid the place, then jump back?
Maybe try some of the MES Mods Collection, one at a time because too much encounter Mods can become unplayable on starting without any defense.
Here is the Collection link having a lot of different encounters to try :

+ Looks like a very good suggestion to add to the SE Devs choice list, they also specified during the live stream they want more sggestions so they can make it better, so go for it :
Click "Submit Feedback" on their Support Portal, add all the suggestion details and create a new forum discussion here on Steam where you will ask the community to vote on your Feedback :
https://support.keenswh.com/spaceengineers/pc
(create "Bug report" or "Request help"(Private) or "Feedback"(Petition) on the Portal)
yeah, I have over a dozen MES mods installed currently, as well as some AiEnabled mods. they make a TON of difference and gives me a LOT to explore around my base, meaning my base isn't just some time waster I'm gonna have to abandon the second it's done because there's nothing left to do around me.
I just wish this update was a little closer to, for example, the "abominations" mod. or reavers...
as for giving feedback on their portal, are you sure that's a good suggestion? I've reported bugs multiple times over the years that multiple people have confirmed over the years, but everything there just seems to be flat out ignored. Suggestions of almost everyone gets slapped with the "not enough votes" tag almost immediately and just glossed over.
It doesn't feel like it's worth suggesting anything unless I'm some big youtuber :/
It's where they choose from community suggestions to add in future game update,
= best to have your ideas, in my opinion.
I report the Bugs I find that bothers me and they always reply, sometimes they tell me they will not fix and sometime they confirm it's Bug and push a hotfix.
+ I can share a Vote Feedback i have created that got added to the game, that you may use as template to create yours :
[Petition] Drone block - Follow Guard Drone
https://support.keenswh.com/spaceengineers/pc/topic/23950-petition-drone-block-follow-guard-drone
The planetary encounters are intended for early game play. Well, some of them are. Check how big a thingie it is before you attack it with just a grinder.
I guess there's no harm in tossing a suggestion that way then, even if I feel like it'll get glossed over...
Thanks for the link. I'll use that as a bit of a template when I get to actually making the post.
About that part, we all have different gameplay for sure.
ME = I am more a player that wants to build Refinery, Factory and Gas stations at Rich ore spots having all ores within 1Km of the best Biomes on all Planets, also Rich ore spots of all Moons and I like to fly in this game so I travel a lot :)
+ I like to build Jump Drive Rings and use it to go to the Rich ore spots of all planets and Moons so I see a lot of encounters.
But a thing I like the most is to create my enemy Factions with their stations and Warships that I paste at Uranium/Platinum mines I create on Planets-Moons, also add Vanilla enemy Drone spawners at all the Rich ore spots ...
= I create my world in creative mode before playing in.
