any shooting / fighting: yes but rather limited if you start on an easy start base on planets you have enemy bases all around you, but as far as iv seen that's only on the easy start scenarios and they don't respawn
quests and npc's: for the most part no there is scenario where you have a basic quest but its just to learn the game iirc nothing really deep, and there is no friendly npc's.
as someone who also likes survival games i can say the survival mode does not really feel like survival but if you like the building side it can be very fun hope this helps
On planets the only targets are creatures such as wolves or spiders (if enabled) or possibly a drone base (depending on the start scenario)
In space you can find cargo ships which range from small defenceless ships to larger heavily guarded ships but these will only attack with auto turrets and will not change course to attack or flee.
I would say the most interesting targets are the pirate bases/ships which guard asteroid clusters and send drones to attack.
If your looking for a scenario with a-lot of combat the new Never Surrender scenario includes several base defence missions.

There are one or two planet drone bases in the entire universe which don't re-spawn.
Pirate bases/ships spawn in asteroid clusters and don't re-spawn when killed, however the universe is pretty much endless so you can always find more if you are prepared to look.
Cargo ships spawn randomly in space every few minutes and despawn after a short while. They can be seen from a distance and will keep re-spawning nearby no-matter how many you take down.
Wolves and spiders will spawn every few minutes and if they are not killed quickly, more will spawn forming a pack.
