Do they have to cross a stream to get to them. Because they'll need a bridge first.
No stream to be crossed, it was right besides their starting area.
2. make sure you have laborers, they are the haulers.
3. it may take a little while for people to not be busy with something else (clearing building zones might be done before the clear area task.
So as long as you have space in your stockpile, your builders will help gathering the resources.
If you click on something being built you will see the first box is for clearing the area, this can stop a lot of things being built (sometimes I think they are automatically removed, but otherwise I use the remove tool and use higher priority if needed).

Even then, there are moments when your settlers will decide to wander off to the corners of the map instead of doing anything else. It's frustating. :(
Maybe put up a screenshot so people can see what is happening.
A tarvern does not have stuff removed from it (unless demolishing it) in the usual sense - the villagers visit it to directly consume the ale and traders take the ale if Trade Posts request it. You won't ever see ale in any other building.
