As I say, I don't use mines (or quarries) any more. I just trade for it.
I prefer to just leave the mines and quarries that are finished, as they are, as the scars they leave behind are much worse than the original buildings. Icon's are the remnants of that choice.
And yes, I'm playing vanilla.
So while you can "demolish" them in the sense that you can use the demolish tool on the empty building, you can't totally "demolish" as in get rid of them.
Also, does anything ever grow back over the scar that the demolished mine left? Because, in real life, places that are derelict and no longer used by humans often become overgrown with the native flora and fauna, depending on the climate, of course. So, does that happen in the game?
I don't remember if you get the supplies built back or not, cuzz I do not demolish the mines or quarries. As for the scar, well it remains an ugly stain on the landscape, and nothing grows back ever. The land is completely unusable ever again. Mines are permanent, until you use mods, then some have been made that are moveable, and or upgradeable, and or unlimited.
