Maybe Maiden4meldin is referring to Life is Feudal: Forest Village.
Or Dawn of Man.
Other games off the top of my head, that I've heard mention in the same vein of Banished are: Frostpunk, Planetbase, Endzone, Manor Lords, Timberborn, and to some extent, Rimworld.
All these games are in their own various stages of release though, but check them out and see if you like them!
Builders of Egypt (not out yet) had a demo I tried, though I didn't really give it a long enough try.
It's only similar to Banished on the surface, though. Underneath the systems are much more complex and you have to manage things like an economy, seasonal work forces, livestock, crop rotation, laborer limits, etc. and that's just the tip of the iceberg of what's coming in the future.
That it's a solo project is a common misconception. It used to be before the Steam release but there's a few more people working on it now.
EDIT: Oh yeah. Foundation. That's a really good game. Cartoony, which I don't particularly care for, but some of the best animations ever.
I looked to see if i could find a game for Roman builder, and the only one I found even close is Civ City Rome. That was released in 2008 though, so it's also pretty old. It's not as similar to Banished, but you could try it i suppose if you were really dying to play a Roman City Builder.

Devs aren't saying much about it either but they're reputable. Sure does have some nice screenshots.
Completely agree, very similar gameplay once you get past the retro visuals.
K&Cs is quite a bit easier though, IMO. It's not as easy to wreck your chance of survival, and you can turn the vikings off if you just want to build.
Re the style OP mentioned, If you know your way around an emulator you may even want to look at powermonger.
If you get it when it is on sale, it is dirt cheap.
Oh ... just checked it is currently on sale, selling for $2.99 US Dollars.
