If you really don't want so many cows/sheep, then just don't let anyone work at that pasture and let the livestock die off. Or, you can schedule the pasture to be demolished.
Another way to manage the amount of livestock in a pasture is to adjust the slider, and that becomes the new size that the culling begins at.
What do you mean by "surplus" animals?
The very reason to have pastures is to grow and eventually butcher the animals in the pasture, and the animals that are chosen to get butchered are the "surplus" ones.
What I mean is that once a pasture is built, the animals keep "multiplying" over time, until the pasture finally reaches it's capacity... It's only after that capacity is reached, that all animals beyond that (surplus), are the ones that get butchered, while the main herd remains.
Aside from disasters (which I usually don't have activated), I have never seen a pasture drop below the max capacity, once it is reached, and only animals above and beyond the pasture limit, get harvested.
