I'm not going to say you can never had too much food as I don't think that's true. Having enough food for around 3 years is, in my view, plenty of reserve. I limit my food to around 3 years worth and don't think I've ever come close to using half of it, never mind actually running out.
For me, I build a trader and stuff it with as many mushrooms as I possibly can. I just set the limit to 9999 and let the traders continually seek out mushrooms for trading. Then I trade them for other foods When I can.
When you are getting "Low Food" it means a Citizen, just one, has gone to the Market or storage barn, and could not get their "Annual" 100 food. You will continue to get these warnings, until the citizens can fill their quota. This is a very serious warning, and should prompt you to take immediate action. You must put more workers into food production immediately. Set up a Trader immediately, and if you do not have one already, then try to get a Market set up right away as well.
A citizen that cannot refill or fill their house will constantly race to storage for even 1 food. Dropping what they were doing at the time. So, consider the citizen is a Farmer, and is constantly stopping the planting, or the harvesting. You will gain less food production from this citizen until they can fill their quotas. More warnings, mean more citizens calling "Dibs" Means less production being made out.
My rule of thumb, is One Storage Barn, for every food producer. So four Gatherer's, need four barns, nearby, not within their radius, but at the edges. I usually use Three to start.
For my fishing docks, they always get a minimum of three barns.
I give a barn to the Tailor/Blacksmith
I put a barn down for every two farms.
Once I have to build more than one barn. I build the Marketplace first. As it will alleviate the lack of storage right away for me. And become a central location for all houses in its radius to collect foods. Once the Market is set up, I set up a trader, and begin selling mushrooms.
Then I begin adding in barns in key locations, as needed.
What do you have in storage? I would suspect you have alot of items but very little food.

Yep. I think Mushrooms are weighted at 4 times (not 3) as much as all other food items, when in Storage Barns and I believe also in your Trading Posts.
That is why I have my games set-up so that ALL Mushrooms are constantly transferred to my Trading Posts. Then when it comes time to paying for new items I am trading to receive, I always make sure to first deplete the full amount of Mushrooms that are in that Trading Post.
I have a screenshot of how much room 9999 mushrooms take up in space in the trading posts, vs the onions, berries, and roots. I think the onions berries and roots altogether at 9999 each take up 57% and the mushrooms by themselves took up 67% its a big big deal for sure.
