If having trouble getting to the options menu then when launching the game hold Ctrl down (keep holding until after the Steam 'Preparing to launch' window closes) and it should pop-up a little Banished launch menu where you can alter settings.
The glitch occurs when there's a scrolling list (like at the trading post) or a text box with more than a page worth of text (like in help), and makes it impossible to use those features. Autoscroll just kicks in with zero help from my touchpad or keys. Restarting the game fixes it temporarily, but it just comes right back after a few minutes. It's maddening enough to quit playing completely.
Example: When the battery charge on my wireless mouse drops below a certain threshold, my mouse cursor dances all over the place.
I change to a fully charged battery and the problem disappears.
I deal with my scrolling problem with this method: Before going into a menu that scrolls (such as the trade building), PAUSE the game. Then go to the menu, it scrolls. Zoom in (for me, "pinching" the touchpad) and keep doing that until it scrolls up. Then use like normal. When you exit the building, you'll be zoomed all the way in. Unpause and zoom back out as you like.
