I use 1024x768 screen size and most things set high (but not max). I don't get 60fps, but do get above 30fps. I'm happy with that.
Everyone has their own personal 'acceptable' level. Mine has never been to achieve 60fps - I have only recently(ish) upgraded from a PC where I used to play on 800x600 with everything low and still not even achieve 30fps so I'm more than happy I can now play games using higher graphics level settings.
Triple buffering is Vsync; turn it off in both the game and Nvidia Control panel and see if it improves.

I'm noticing issues, maybe it's because of the new Pascal architecture? Not that there is a problem with the Pascal architecture, the game may need to patch to run effienciently with the new hardware structure. Why did you call the game a port? Every game is designed directly into a computer first, before it ever hits a console. That includes exclusives... Gears of War, Halo, even Nintendo games are created through computers first.
My hate is that I'm having to go through the Ubisoft application just to play it. I have the retail disc version. I bought it because it was $7 plus shipping ($14 total) while it's $19.99 on consoles and $29.99 on Steam, if I'm correct.
I agree, developers need to focus that the game they just release needs to be repaired. Personally, I would have done strenuous beta testing within the studio before selling. I'm tired of the 'sell then patch' approach.
