Fast is for games that you get double the refresh rate of your monitor at LEAST. You are definitely not getting 150 frames in Horizon. V-sync in the Nvidia panel should be set to Global (let 3d app decide). You really should just use V-sync on in game I'd say..
Edit: If you've messed around in your NVCP, I highly recommend hitting 'Restore' to get the settings back to normal. The only thing I recommend changing on every system is 'Power Management Mode' to max performance and I wouldn't touch anything else unless you know what it fully does.
Alternatively, get a freesync monitor. After i went g-sync back in 2015, i couldn't go back. It's just too good. Today i use a freesync premium panel.
Setting global NVCP to fast is just terrible advice but I'm not going to continue on the thread.
You need Special K Latent Sync or RTSS Scanline Sync if you want to do anything like this.
If so, you could always just cap your FPS to your Monitor's refresh rate (or like 5fps less) manually, or am i wrong?
