I don't know what's causing this, but I found out that this doesn't happen when I'm only using "Fullscreen" (aka Borderless Window) and not "Exklusive Fullscreen" (aka actual Fullscreen). So if you still have that issue, it's worth it to consider whether you (and I) prefer a bit more perfomance and certain features or more QOL and less issues when Alt-Tabing to another window such as Discord or YouTube.
Horizon Forbidden West for example doesn't let me set a Refresh Rate of 60/100//144/160 fps if I use Borderless Mode. I can't really sync up the Ingame Refresh Rate with my Monitor if I'm not in Exclusive Fullscreen and therefore it feels kind of sluggish. At least on my system with my Intel Core i9 and RTX 4080 Super
The problem is that this now leaves you in Fullscreen mode rather than Exclusive Fullscreen, which on my rig at least, suffers from microstutters. This means you'll have to go into the menu and switch back to Exclusive Fullscreen, and possibly also set your refresh rate which for me defaults to 50 Hz for some bizarre reason. So yeah, it's clunky, but at least it works.
D3D12 doesn't have Fullscreen Exclusive, the only thing the game's option called this does is temporarily change the refresh rate of the Windows desktop. Which you can do yourself and then use the correct Fullscreen mode and never have any problems alt-tabbing.
