Steam tells me that the saves are uploaded to the cloud, but my progress isn't carried over between computers. Does this game support cloud saves or not?

I get that you have to get all the timers to become synced for when they activate, but once those are all set you have to turn on the FlipFlop gate and One in Two out to the bottom position at the same time. However to turn on the Flipflop gate you need to actively hold the manual button. How are you supposed to do both at the same time?...
