What does the game look for difficulty-wise before you can upload your custom bomb to the workshop?...

So, it seems like I've run into a bug in the workshop which placing capacitors does not seem to work properly. (It's been a long time since I've played, so I thought I would see how the game's going.) Here's my situation; I got working on a bomb and I thought I needed a capacitor for what I was working on. So I was messing around on my older version of my bomb, "Overwhelmer", which at first had one wire that was supposed to trick the user to make them think they solved the bomb but they actually haven't. This is where something abnormal happened, and I'm curious about what could be the problem.
