You can buy when your Survivor rank is high enough. Also, I'm pretty sure the game has a quirk where you can buy ammo on Normal and Nightmare difficulties but not on Hard.

That or by chance Looting locked crates that are green, basically military crates, and finding ammo that way. Or, try and kill a Rias thug and hope there's ammo somewhere.

Police cars patrol and vans are the most propable to provide ammo.

You can craft ammo, you can buy ammo in every store (shown by the $ Symbol on the minimap) and you can find it by looting enemies with guns, weapons and certain objects (like police cars).

The Rais thugs with guns always drop 10-16 bullets for me (and a rifle) if I headshot or melee kill them, I max out my ammo pretty quickly.
