Can not buy/gift the game to my friend when its on the special ??????

So i was able to buy/gift game to my buddy but this i can and it is on Special but end in like 10 MINUTES! Why can't i gift him when i got money on my wallet!???

The game is 20$ CA and i got 45$ on my wallet so WTF?

Now this is to show that i did buy him game before and i was kind a PISS OFF so i did use bad words.

This still DOES NOT explain why it didn't let me buy him the game when it was on Special @ 19.80C$

Steam updated the gifting policy a while back on sending gifts to friends in a different region than your own that have a "large difference" in price:

According to this discussion, the threshold is a 10% price difference:

So, if your friend is in a region where the game is NOT on sale, or in a region where the difference in price exceeds 10% (due to exchange rate, sale price difference, etc.), you would not be able to gift it to them.

For example, if your friend is in the US (where the sale price on this game was also $19.80 USD), the conversion value of $19.80 CAD would be $15.25 USD - a great enough difference (10% of $19.80 would only allow for a $1.98 difference) that you would be unable to gift it "due to regional price differences".
