Do you mean, that you picked up the first 3 DROPs in Stuffed Turtle, but the game didn't let you exit? If so, I have never seen that happen.

add-
I just tested it and it functions: Pick up 3 DROPS, then exit.
If not functioning, maybe it is bugged. Try re-approaching the door, or quit/load and try again.
If it just warns of incomplete run, who cares, just exit, repeat runs as fast as possible.
As for other methods:

First of all, be forewarned that enemies scale with Survivor levels.

Perform full or partial runs within a quarantine zone, like Stuffed Turtle, Chemical Storage.... Do this on Nightmare, at night, for XP bonuses. Normal/day will take longer to level up.

Farm for Bolters, if far enough into the game. Farm them in The Following for cashing in Livers for even better results, if quest is unlocked.

There are 3 static DROP crates in Slums (river at cave, treatment pool, small coastal bridge). Best done before progressing game, while they still respawn with quit/load cycling.

Farm the Airdrops in main game or The Following.

Find a good environmental hazard and farm kills for Agility and Power. Best on Nightmare, and even during double XP weeks. Night can be problematic, since virals and volatiles will interfere. Infamy Bridge has those giant UV lights and nearby oil slicks (unless light bulbs have been taken). The best shock-puddle is ruined after progressing First Assignment too far.

Farm the Volatiles near UV light sources and safezone for Power.

Slide in sewer pipes at night, on Normal difficulty, for Agility.

Play on Nightmare, at night, for bonus XP:
-Partial or full runs in quarantines.
-Build points at night by being chased and or farming Bolters and Volatiles, reap rewards in AM.

Trade your DROPs in The Following, at Bilial's gas station, while on Nightmare mode. This will unlock perks due to leveling faction ranks, along with gaining Survivor/Legendary points simultaneously. There are bonuses for trade-ins if in co-op (10-30%, 10 per partner). There is no difference between trade-in values during day or night (aside from collection bonuses). At high enough level, there is also a small XP bonus when trading in at The Following. There are occasional double XP weeks (events). It requires roughly 260 DROPs for Survivor 25 and 6,500 Legendary 250.

Agility Training: Interrupt Sliding in Pipes (Plus: Night Glitch, & Tarkan)
See the Tips section regarding Tarkan's Weapon, since Korek is not available on Nightmare.

you finish it first time after that oyu should be able to grab just those 3 and run..... be warne tho its boring as hell
and personaly i think its better to keep all the packages until you fully lvl survivor rank
Remember the “Stuffed Turtle” challenge can be played an infinite amount of times, so if it says it is NOT complete you need to pick up all the packages and leave. Then rinse and repeat. It’s a tedious process but if you turn them to the quartermaster at Nightmare difficulty you’ll maximize your survivor points. But regardless, hitting Survival lvl 24 is not hard at all. Completing sidequests, helping survivors and claiming airdrops should be enough.
i may of messed myself up during it.. I collected 4 crates >.> i went in collected 3, heard zombies then unleashed my shock arrows and fire arrows through a window of the door. once i fried literally everything i picked the lock and went in, grabbed 1 more container, then took the blue crates locks.. then tried to leave. without grabbing the final disaster package
