Quarantine Zone
We'll be using one of the Quarantine Zone(s), called Stuffed Turtle which is located in the slums.

Screenshot of exact location below.

Video Demonstration

For even faster method, see the video below. But have a warning, it may be extremely boring for various people.

Here is a complete time lapse using this trick showing that it's definitely possible getting Legend 250 legit. It's not impossible and you don't need to dupe or have infinite amount of time. You just need to invest a little time per day or whatever schedule you go after and have some patience.

Careful when going into this video. It contains a lot of flashing lights. You've been warned!

How many packages and how long will it take for all the different levels?
If you are starting out you are probably curious in how much XP and packages you need and how long it might take. Here is a guide specifically created to show how much XP and packages you need for every level:

Tactics
Beginning with the most challenging, slow, fair, interesting and less boring way.

Also, if you'll be sticking to method 1, don't forget to loot that two GRE chests which is inside the room that's with hard lock, you have a decent chance of getting gold weapon. I've personally got multiple gold weapons from these GRE chests.

If you'll be sticking with method 2 or 3, you can ignore GRE chests.

1. This is what I recommend. So what you wanna do is, switch your difficulty into Nightmare mode, then finish Stuffed Turtle Quarantine Zone as many times as you want/can on 100%, kill all zombies, loot as much as you can and make sure it's night in-game(This way you get even more experience). Once you have enough relief packages, deliver them to the Quartermaster, each package will earn you 120,000 Legend experience. You can still level up your Legend skill-tree extremely fast this way. First several levels are one level per package or two, awesome right?

2. Now if you want even easier and even faster way. You must finish Stuffed Turtle on the Normal difficulty and grab all the packages, ignore everything else, this will earn you less experience when you kill zombies or collect all packages and exit zone, however you'll be killing zombies much easier and quicker than in Nightmare mode, therefore collecting all packages will be overall faster. Resulting in more packages in less time. After you've got enough packages, switch to Nightmare mode and deliver your packages to Quartermaster, it'll still earn you 120,000 Legend experience per package, even though you obtained them in normal instead of Nightmare mode. Cheap right?

3. And if you want even faster, possibly the fastest way here it comes, though I don't recommend this as it might get boring very quickly, enter Stuffed Turtle but grab only three packages per run, since the other two takes some amount of time because you have to lock pick the door then clear zombies. So take only 3 packages, exit the zone, get in, take 3 packages and repeat, simple as that. You can also exit/rejoin the game using menu to win some time after you obtain the third package, but this depends on how fast is your computer in loading, make sure your quest tracking is set to Stuffed Turtle before exiting the game, this will be faster if you're on SSD.

The second video above fits the third method.

In order to quickly shut off the electricity very easily, stand at the location shown in the screenshot below, aim right there and use grappling hook. If you do it right you won't take any damage and you'll appear right where you're supposed to stand and pull the lever.

If you don't have grappling hook yet:

Important note:
Each present player in lobby increases your Legend experience gain from delivering DROPs by 10%. If possible, deliver DROPs on Nightmare mode with 3 other people for highest possible experience gain.
Fast travel between Quartermaster and Stuffed Turtle
You don't have to keep running all the way from Brecken's Tower from Stuffed Turtle or vice versa.

Wherever you are, tracking a Quarantine Zone and reloading save by opening menu (Esc by default), selecting Quit and then Continue will spawn you at the entrance of a tracked Quarantine Zone.

You can always use this method if you want a fast travel to Stuffed Turtle.

However, fast traveling to Brecken's Tower is tricky one. There is two ways to fast travel to Brecken's Tower:

1. Have a main mission based on Slums, or side mission associated to the Brecken's Tower. However, if you have finished story and side missions, you won't have any, in this case proced to second method. Tracking one of these missions and reloading save will spawn you right near the Quartermaster in Brecken's Tower.
2. You need to track Bozak Horde as a quest and afterwards reload save, although you don't want to select Continue, as this'll spawn you right inside Bozak Horde and transfer all your inventory to storage, instead, you'll use Main Menu > Play > Campaign > Save > Advanced > Return to Main Campaign, this option will spawn you right into Brecken's Tower without transferring your inventory into storage.

Note, if you use a second method, don't forget that you have Bozak Horde tracked as quest, as you may accidentally use Continue and unwillingly transfer your inventory into storage, if you don't want this to happen, you must load your save using the Main Menu > Play > Campaign > Save > Advanced > Return to Main Campaign method, afterwards change quest into something else such as Quarantine Zone.
Survivor skill-tree
This guide mainly aims and focuses on Legend skill-tree, however it will also work for Survivor skill-tree very effectively as Stuffed Turtle still remains fastest method of leveling up Survivor skill-tree and it is far quicker compared to airdrops or missions.

How it works on Survivor skill-tree is explained in section below.
Experience gain and loss
Survivor skill-tree

Gaining experience

Gaining experience and leveling up Survivor skill-tree is usually done without heavy assistance from farming DROPs in quarantine zone. Normally player reaches final or at least late Survivor ranks simply by playing through Dying Light's first play through, accumulating Survivor skill-tree points from main missions, side quests, saving survivors / random encounters, surviving nights or looting airdrops and delivering these DROPs to the Quartermaster.

Detailed info in this updated guide.

Losing experience

Upon dying, you will lose roughly 10% of your Survivor skill-tree experience towards next rank. The experience loss upon death amounts slightly less to amount you gain per DROP delivered to Quartermaster. Dying from suicide such as fall damage significantly reduces experience loss, roughly by 85%.

Example: Survivor rank 19 player loses 8,500 Survivor skill-tree points upon death (the loss is reduced to only 1,700 points if it's fall damage), gains 9,000 per DROP and requires total of 100,000 experience to next level.

Difficulty, day / night cycle and Survivor skill-tree experience gain & loss

The difficulty does not affect experience gain or loss for Survivor skill-tree until you reach Survivor rank 25 and unlock Legend skill-tree. Same applies for day and night cycle, except that you do not lose Survivor points at night time.

Legend skill-tree

Gaining experience

DROPs award Legend skill-tree experience after Survivor skill-tree reaches rank 25, which is when Legend skill-tree unlocked and the experience gain is changed accordingly to how Legend skill-tree works.

The Legend skill-tree receives difficulty experience multiplier.
Normal mode: Not confirmed, either 0x or extremely low
Hard mode: 2.5x at day which is doubled at night time (5.0x)
Nightmare mode: 10x at day which is doubled at night time (20x)

However, the experience gained from delivering DROPs is not affected by day / night cycle, therefore DROPs always give same fixed amount of experience regardless of time. Example, always 120,000 on Nightmare mode regardless of it being day or night.

Each DROP delivered on Normal mode equals to: 12,000 Legend skill-tree experience
Each DROP delivered on Hard mode equals to: 30,000 Legend skill-tree experience
Each DROP delivered on Nightmare mode equals to: 120,000 Legend skill-tree experience

Important note: Each player present in lobby increases experience by 10%, up to 30% in full lobby. It is possible to gain 156,000 Legend experience per DROP if you deliver on Nightmare mode with full lobby.

Losing experience

How much Legend skill-tree experience you lose upon death depends on current difficulty and is based on percentage, unlike Survivor skill-tree which is same on every difficulty and based on predefined number.

Normal mode loss: 0% experience towards next rank
Hard mode loss: 25% experience towards next rank
Nightmare mode loss: 100% experience towards next rank

Difficulty, day / night cycle and Legend skill-tree experience gain & loss

As detailed above, difficulty pays important role in experience gain for Legend skill-tree, unlike Survivor skill-tree. After unlocking Legend skill-tree, playing or delivering DROPs on Nightmare mode is now mandatory and recommended for those who aim high Legend skill-tree ranks and prefer to accomplish it far quicker.

Day and night cycle does not affect experience gained from DROPs, alike Survivor skill-tree. However, experience gained from Agility and Power will still be doubled at night time. You will now lose Legend skill-tree experience upon death if it's night time, unlike Survivor skill-tree.

Extra notes:

New Game +: Starting NG+ will not affect neither Survivor nor Legend skill-tree experience gain or loss. More information about this at - http://dyinglight.wikia.com/wiki/New_Game_%2B

DROPs retain their fixed experience points despite which difficulty you obtained it on. This means that if you obtain DROPs on Normal or Nightmare mode, afterward switching to Nightmare mode and delivering it will still always give you 120,000 Legend experience per DROP.
Changing Difficulty
You can change your difficulty by going into your Main Menu, selecting Play then Campaign, choosing your save and then Advanced settings.

Make sure you don't have Bozak Horde, Harran Prison or any DLC based Quarantine Zone set as quest track, this prevents difficulty options from showing up.

*Warning*
Be careful if you are going for difficulty rewards, make sure that you do not lower the difficulty.

This means that for example you are going for Hard mode rewards, lowering difficulty to Normal mode will break rewards. Same for Nightmare mode, if you are playing on Nightmare mode for rewards, downgrading difficulty to Hard or Normal mode will break it. This also applies to joining other players who are at lower difficulty than one you are going for rewards. Rewards can be recovered by starting New Game + or restarting story from First Assignment[dyinglight.wikia.com].

It is safe to upgrade difficulty and then return to your current for rewards. Example, if you are going for Hard mode rewards, it is safe to bring up difficulty to Nightmare mode, deliver DROPs and then return to Hard mode, in this case rewards won't be broken and finishing story will normally unlock Hard mode outfit rewards.

I made this little speed run of the Striped Dragon Hotel. It'll net you 7.5k survivor/legend exp and can be done in about 1 minute and 30 seconds. I figured if people didn't mind the extra time, this was probably the most efficient method to level and get drops.
