You should be able to purchase arrows from vendors, also quartermaster should have it too. You'll never need to craft arrows if you keep on picking it back.

look around and maybe you find a vendor who sells one. after that you can craft default ones with metalscrap and nails
Bozak or Ranger bow is the number one most useful weapon in Dying Light.
Headshots are a one-shot kill from outside melee range, they're silent and you can retrieve pretty much all your ammo. What's not to love?
I have the Bozak bow, but one problem I have with it is that it is TOO powerful - the arrows pierce heads and go flying off somewhere. This is almost never actually helpful for scoring multiple kills with one arrow, and it greatly increases the chance of losing arrows (and it increases the time to recover the ones you do find).
If I need longer range than the standard bow, the Crossbow is great for that.
I have easy solution for the piercing problem which can be the worst annoying thing ever about the bow. Simply don't zoom while shooting, if you don't zoom arrows will never pierce and always stay stuck on where it hits.
