No citation playthrough isn't possible. (Spoilers)
Incase people were wondering. I'm giving a heads up that it isn't possible to do a faultless playthrough.

The game forces 2 citations upon you as part of the story.

The first is having to let through Shae the diplomatic envoy and lover to your boss. If you decline her its game over. If you admit her its a citation.

The second is at the very end when red shirt, drug dealer, guy forces you to take his passport.

Even though I had no use for the passport as I wasn't planning on fleeing, you can't decline it, or hand it back. Forcing another citation.

As for the plaques, excellence plaques don't seem to have any reward beyond themselves.

Which is perhaps the message, that being good and legit is its own reward.

Now that I think about it, theres also a third forced citation. Because if you don't refuse the first cipher agent, who for me had correct documents. Then you get the bugged out NO ending glitch, for helping the rebels one time.

Even though, you weren't actually attempting to.

Also if you want to get all the tokens, then citations are also forced upon you.

I'm not sure what the requirements to that are, but it /is/ possible to deny Shae without getting fired for it. Your boss gets pretty pissed, but to me, he just said "I'll have to think about your penalty". Still, Jorji's citation is indeed forced upon you, so we should just take 1-citation-games as "perfect" games.

Thats kinda odd. I hadn't recieved any prior warnings from him, so why would he fire me?

Bug perhaps?

Perhaps its linked to the plaques? Because I had an excellence plaque he expects nothing less? Thats a stretch though.

My first plaque was for "sufficience", my second was for "presence", heh. Did you cooperate with EZIC?

Oh, and I always removed everything except the plaques from the wall whenever he showed up.

Well, I had no choice but to let the first cipher agent through, because their papers were correct. I didn't even realise it was the agent until they said the "the order prevails" or some such as they exited. If I had denied them I would have recieved a citation.

If both EZIC cipher agents had incorrect info, it would be much easier and would likely cancel out that bug entirely.

I didn't help EZIC from that point onward.

As for the stuff on the wall, as I said no prior warnings, or fines.

I always took it down before he entered the office.

Seems to me that first cipher agent just completely bugs your entire playthrough, if you don't decline them.

That may be a bug becouse it seems odd. I had the same thing happen to me and i just restarted the day and this time the Ezic agent had wrong papers and i could deny him.

I get thrown into Jail. I don't know what day Shae is on, but Day 26 is when he shows up and I get thrown in jail.

Also, HE IS NOT JUST A RED SHIRT GUY, HE IS JORJI COSTAVA THE GREATEST IMMIGRANT EVAR

About Jorji: Something I haven't tried, but maybe you don't get a citation if you don't file his passport in the box ?

What happens if you just leave it on the table ?

He has an Obristan PP though. Unless this is something I haven't seen in my playthrough yet .-.

From memory his PP just gets thrown into that drawer, without player input.

Ah yes Jorji. Red shirt guy is just easier to remember.

I think if you deny/detain jorji enough he doesn't come back. I know if you deny him when he has all his papers on day 11 he says ARTOTZKA WORST COUNTRY, forgot if it was a citation or not,

I got a 1-citation playthrough. For Shae, you can't detain her, you have to deny her. If you detain her you go to jail, no matter what.

You should be able to refuse Jorgi's passport if you are role-playing a loyalist. Hell, I think there should be an option to detain him when he gives you the passport forgery doc (if you do, he wouldn't give you the passport and wouldn't come back later with $40 bonus, but the point is that you _should_ be able to do this if that's your play style).
