Perhaps its linked to the plaques? Because I had an excellence plaque he expects nothing less? Thats a stretch though.
If both EZIC cipher agents had incorrect info, it would be much easier and would likely cancel out that bug entirely.

Seems to me that first cipher agent just completely bugs your entire playthrough, if you don't decline them.
