Guy didn't answer question about why he was there?
A guy came in and when asked why he was trying to enter, he went on an unrelated spiel. I couldn't find a way to force him to answer the question... figuring he was hiding something, I rejected him and I got a citation.

Is there a way to force him to answer, or do you just have to ignore it and go strictly by paperwork?

This got me at first too, but when that happens you can just treat them as if they answered correctly and only worry about their paperwork.

I don't remember specifics but... It was early in the game. Probably day 3 or 4? He was supposed to answer why he was entering and for how long, but instead I think he started talking about the country or why things are great. Just some lengthy response not answering the questions (it wasn't the guy that comes back every day with the fake passport.)

I kept clicking on the purpose/length entry form trying to get the questions asked again, but there was no way to do it. All of his forms and everything checked out, but him avoiding the questions made me not feel right about passing him.

I might be able to load my saves and see if he comes up again.

I replayed through my save. It was day 5. It's the man with his wife right after him. It's probably intentional dialogue, but it just seemed so sketchy and unintuitive that I couldn't repeat the question to have him answer it.

technically he did give reason - "to be free from Antegria" - aka immigrating

A common assumption that a lot of players make is that you need to interrogate every single entrant to make sure their testimony matches their entry permit. While this is absolutely true during endless mode, you aren't strictly *required* to go through the procedure for everyone in story mode, especially with scripted entrants who'll chat with you but won't answer the two questions (which you never ask). While you need to check all documents are valid to the best of your ability, note that the rule book doesn't explicitly say you have to interrogate everyone. My advice with non-random entrants is to treat them "as is".

Thanks for the details. Yeah, this is scripted (confusing) dialog. The implication is that he's immigrating and just doesn't state it so clearly due to his excitement.

I think it would've been better if they didn't always correct themselves when you point out a discrepency in purpose/duration of stay responses. Honestly, someone saying they're immigrating despite their permit saying they're visiting seems far more suspicious to me than their name being off by one letter (which for some reason they always respond to by saying they have two names instead of just saying it's probably a typo).

I like the gender discrepency responses, where some people insist it's correct and others are just confused.
