Confused about fingerprinting
So a couple times, I've had someone come in who had a non-matching photo. After fingerprinting, the result comes back and it matches the names on their documetation. So I let them in, then get a citation for non-matching photo, and fingerprints not matching record. Sinc it's happened a few times, this last time that prompted me to post I was CERTAIN the name matched exactly.

And there has been times where I get no citation for what belive to be the exact same situation.
Am I doing something wrong? Is this a bug? What?

If the names on documents don't match or are misspelled, you need to use the fingerprint scan to check for any known aliases. If they have no known aliases, you must deny or detain them.

If the photo, height, or physical descriptions don't match, you use the fingerprint scan to check for matching fingerprints. Ignoring the name on the M.O.A.'s fingerprint record, you use discrepancy mode to highlight the actual fingerprints from your entrant to the fingerprints on the M.O.A.'s records. If those prints aren't matching (usually only one of the prints is different from one on the record, so it's MUCH easier to use discrepancy mode for this), then you must either deny or detain.

It makes life much easier for you if you simply don't click the "fingerprint" button when it pops up. You can just stamp the passport denied and send them on their way without scanning their prints at all and you'll never get cited for it.

I had no idea the fingerprints had to be matche. I thought it was the fingerprints I took from them that brought up the info,

And I've been cited before for denying entry to people for things like this. From what I;ve been able to tell, automatic denial is fine for:
expired docs
incorrect or misspelled issuing cities
non-matching passport to permit numbers

However, discrepancies in appearance, height, weight, and gender can all get you cited if you don't do the investigation.

This has been a common topic on these forums. The game seems to be designed to lead the player to believe that they'll be cited for not being thorough in their analysis, but that's not true. You can (and most players have) go through the entire game without doing a single fingerprint check or body scan without getting a single citation for it.

What surprised me most was learning that you can get through days when "All Kolechians must be searched" without searching any Kolechians. Really. Just deny their entry and you won't be cited even if their papers are perfectly valid and they have no contraband on them. A discrepancy is a discrepancy and denial won't be cited unless further investigation PROVES they are permitted entry.

But I swear I've denied people off hand for a discrepancy and been cited for it. Like for someone appearing male but having female on their passport.

If you got cited for it, then it would have said "matching data" if you highlighted it in discrepancy mode and you woudn't have gotten a "search" option to begin with. I know some of those men look like women and some of those women look like men, but it doesn't require a search unless it's REALLY obvious that they're not the gender on the passport.

maybe because i've done it the 'proper' way the entire game that I get this too. especially in Endless mode. i'm just waiting for someone to lead me by the hand and show me step by step, otherwise will maintian i'll do it the 'detain' method :)

I see, so if there's any question on gender I should do a quick investigation and if I get a discrepancy I can skip the interrogation and just deny them?

In fact, you can simply deny anyone with any form of discrepancy once you've spotted it and skip strip-searches/fingerprinting/interrogation to save time. The main downside is that these three action can give you the opportunity to detain people and earn a little extra income. Also, later on you're forced to interrogate everyone but you can still skip random searches and fingerprinting.
