Obviously, it would simulate a 3D environment in which you play Papers, Please on a desktop computer
The developer, Lucas Pope, has actually tweeted about the possibility of making a VR version of Papers, Please, saying that he's thought about it but it probably won't happen for a while (he's currently working on a new game called Return of the Obra Dinn right now): https://twitter.com/dukope/status/648884995390484480
I think the main impediments is the fact that Lucas would basically need to rewrite the entire game in a brand new engine; making a 2D game using OpenFL is one thing, but a 3D game using Unreal/Unity is a completely different matter. There's also the risk of losing a lot of the original's pixellated art-style and retro feel during the conversion to 3D. Finally, there's also the question of whether a game where you mostly shuffle papers around a desk is too "boring" for VR, when the technology should be used to provide unique experiences which take advantage of its biggest strengths. Then again, if VR takes off in a big way over the next few years, perhaps a VR version might become more likely...
Things like the stamps could be simply stamp objects that you pick up and actually stamp with. So some things like the stamps, would become 3D objects, the passports, rule book, etc could all be 2D-ish objects that you could support dragging gestures to flip pages, use the normal trigger to grip and pickup those objects. The potential is so good!
