Anything that says
... with wands
will affect attacks only (and only if you use a wand for the attack). This is because for spells, you don't "use" your weapon, so to say you're not invoking them with your wand(s).
On the other hand
... while wielding ...
would work with spells as well, if not further specified. There are some nodes like that in that wheel, but they specify "from Attack skills", so they're explicitly not working for spells.
Note that attacks and spells are different things.

the %increased damage and %increased crit/crit multi, require that the wand itself is using a skill and not the player.. spells are cast by the player, not the weapon. the listed skills are "attacks" and therefore have to be used in conjunction with a weapon, in this case a wand. (a couple of those listed skills can be used with bow as well).
wands do have modifiers that can benefit spells, spell damage, crit chance with spells, cast speed.. ect. but that is not the same as the nodes you mentioned.. nor any "wand" type node on the tree. iirc.
so no.. those wand nodes will not amplify your spell casts.
