But if interested, there are some other good Survival-Horror type of games that do allow the Player to fight-back / use some weapons.
Here's a good example of such a game that I think does this well;

Outlast is fine without weapons ;-)
I like how you do not read the OP. However thx for trying :-)
Outlast is a stealth game.
I am not asking for guns in Outlast, it was irony.
I am explaining that having guns in a horror game, without actually making them useful for combat, can be a nice trick to set up terror in the mind of the player.
But hell, nevermind that. :-)
The only issue with this idea is that if its done too liberally or too well it can take away from that feeling of helplessness which in turns takes away from the horror element. I loathe everytime I see a title call its self Survival Horror and then in the game you have full control of any given scenario. One of the key elements of Survival Horror is submission to your own percieved powerlessness but still overcoming the obstacle regardless.
When a horror game let's me have weapons, I want to charge at everything I see and attack the hell out of it.
The death animations are the craziest you will ever see.
