It's an RPG in that the world is somewhat open and you're free to explore it through conversations and ebooks, you can pick up and accomplish side missions, buy/sell and upgrade weapons and items, you earn experience that you spend on enhancing your skills and buy new ones, etc. All the hallmarks of lite-RPG gameplay.
From there, the experience you get out of the game is dictated by how you choose to play it. I believe you can seperate these styles into three distinct types: Assault, Panther, and Ghost (to reference Splinter Cell: Blacklist).
Assault - your typical FPS style. Using assault rifles and other heavier weapons, taking enemies head on, and blasting your way to carry out your objectives. Using augmentations that increase your strength, armor, and weapon handling.
Panther - being stealthy and picking off enemies (lethally or non-lethally) with silenced weapons, takedowns, tranquilizer/shock weapons, or even using hacking skills to turn turrets and what not on your enemies. Upgrading your weapon handling, hacking, and stealth augs.
Ghost - using stealth to navigate through rooms of enemies and achieving your objectives without being seen or taking any of them out, searching for and using alternate routes, hacking doors, etc. Upgrading all your stealth and hacking augs.
No 'open-world' in the true sense of the word, but more like how it was in Deus Ex. You are dropped into a location (a Hub)-- usually a city-- and you are free to explore it and complete any objectives you might have. There are side-missions you can discover as well.
Just like the original, there's plenty of stealth if that's your style, and computers to hack (if you enjoy reading the e-mails). But, you can also go guns blazing, if that's your thing-- there are plenty of great guns, and they can be upgraded.
I feel Human Revolution is better than Invisible War, but not quite up to Deus Ex. Maybe that's nostalgia. All-in-all, highly recommended (and why I bought it again for the Director's Cut)!
It is both, but if I had to pick one it is an RPG. This title doesn't really compare to what I think you would consider a 'shooter', where you point and click when you see bad guys. There are a lot more options here; you can shoot them, knock them out, avoid them, etc. Deus Ex is much more character and story driven, and depending on how you play can be a stealth or a shooter at times.
It's a RPG, You can play nasty afte some play times, when your weapons begin to be really improved (silencer for example)
